Transparency International Albania (TIA) is the national chapter of Transparency International,
the global civil society organisation leading the fight against corruption. Transparency
International raises awareness of the damaging effects of corruption and works with partners in
government, business and civil society to develop and implement effective measures to tackle it.
Transparency International Albania has opened the call for recruiting a Consultant – external
reviewer to conduct a peer review of the “National Integrity System” (NIS) assessment, part of a
regional project being implemented by Transparency International in seven countries of the
Western Balkans and Turkey.
The NIS assessment consists in a nuanced analysis of the governance system in Albania, both in
terms of the formal legislative framework of each sector (Legislature, Executive, Judiciary,
Public Sector, Law Enforcement Agencies, Public Prosecutor, Electoral Management Body,
Ombudsman, Supreme Audit Institution, Anti-corruption Agencies, Political Parties, Media,
Civil Society, Business, and State Owned Enterprises) and the actual institutional practice. NIS
provides a detailed evaluation of the strengths and weaknesses of institutions in the form of a
comprehensive country report that includes a set of quantitative indicators for each institution.
The reports’ results will be used as a benchmarking tool to measure progress over time, to
compare performance across institutions, and to identify good as well as bad practices.
Duties and responsibilities:
The Consultant will be assigned to provide documented comments on the NIS report for Albania.
The Consultant will have the duty to write a feedback report presenting detailed comments on
the NIS report in the form of a stand-alone report (3-4 pages) with clear page references to
relevant material in the NIS report.
Feedback should be given on the following points:
the report correct? Has the author given sufficient weight to the principal developments in
corruption and the fight against it in the country? Should the presentation or the balance
between them be altered? Do you feel that any other developments or trends should be included?
there facts or analysis buried in the details of the report that contradict the conclusions made
elsewhere? Importantly, does the Executive Summary reflect and truly summarise the report
reputable and reliable, or might there be a significant bias?
are they controversial? If assertions are controversial, are they appropriately backed by facts
and sources? Please keep in mind that the report is not intended to be investigative, but rather
to provide analysis of information that is already in the public domain.
named persons, companies or governments? Has the author avoided naming names where
there is no sourcing from public domain documents (newspapers, agency reports, etc.)?
As the report is in draft form, there is no need for referees to comment on spelling, grammar or
style except in a general way.
The reviewer should also provide an overall assessment as to the overall quality of the NIS report
by answering the following question:
How would you rate the NIS report in terms of its overall quality as an assessment of the
country’s anti-corruption system in law and in practice?
