“Property Rights – the change possible” (June 2008 – March 2009 / financed by Partnership for Transparency Fund)
The main aim of this project was to promote transparency regarding property rights in Albania and thus to increase the level understanding of the to-date legal process as a whole. The project also aimed at developing a monitoring scheme to watch over implementation of the existing legal framework which will be piloted in this project and made operational on a larger scale at a later stage. The methodology combines public perception on corruption in properties issues with live experience of groups of interest and responsible officials in central and local level and seeking to develop at the end effective oversight mechanisms by enhancing civil society engagement in the process.
The final report on the “Corruption with the Properties” which was the main product of the project was very welcome by the interested persons like ex- owners, by the foreign organisations which develop similar activities in Albania and by some state institutions at central level. The 17 main activities identified to be developed under the time life of the project are successfully developed and presented to the final progress report of the project. The most part of the results of these activities are reflected to the report “Corruption with the Properties” which is already published and distributed. There was a big interest on this project, during the round tables, opened discussions and media campaign, which comments and suggestions are reflected to the report. The recommendations presented to this report are very useful outcome for the central and local institutions which deal with property issues.
